To down load is not possible because of vista home premium. You need to download the language pack that you want to install.

Although there are separate versions for different Windows service packs, the latest MUI pack is backwards compatible. MUI packages for Windows Vista bit bit.

MUI packages for Windows 7 bit bit. Download the Vistalizator program and run its portable executable. Multiselect is supported for more than one language. Once Vistalizator has finished processing the file, click the Install language button. There is an option to perform an Express install which is faster but less compatible than the recommended Internal method.

Installation will take a few minutes. The program will then ask if you want to switch to the new language after the install is complete. If you choose not to, simply click on the newly installed Language in the window and press Change language at a later time. Restarting your computer is required after every change.

Do note that if ever you want to change the language in future, it has to be done through this program, not Control Panel. Make sure you have the latest version of Vistalizator. As not all of the user interface is translated, LIPs require at least one parent MUI language, such as English, German or Spanish, so that the parts of the user interface that are not translated into the LIP language are displayed in the parent language.

On the other hand, MUI provides a translated version of most of the user interface. All installed Windows operating system has one MUI language pack by default, which corresponds to the language version of the Windows license. Additional MUI language packs, although also available for free, does not require license to use.
